UNDP and Jogorku Kenesh Discuss Cooperation Priorities for Sustainable Development in Kyrgyzstan

Bishkek, June 15, 2026 — Alexandra Solovieva, Resident Representative of the United Nations Development Programme (UNDP) in the Kyrgyz Republic, met with Marlen Mamataliev, Speaker (Toraga) of the Jogorku Kenesh (Parliament) of the Kyrgyz Republic. During the meeting, the parties discussed cooperation priorities for the implementation of the National Development Programme of the Kyrgyz Republic until 2030 and the achievement of the Sustainable Development Goals (SDGs).
The parties emphasized the vital role of the Jogorku Kenesh in shaping state policy, providing legislative support for reforms, and exercising parliamentary oversight.
Marlen Mamataliev noted UNDP’s significant contribution to developing state institutions and improving the efficiency of public administration.
"We view the United Nations and the UN Development Programme as reliable partners in implementing initiatives aimed at improving the quality of life for our citizens and fostering the country's development," the Speaker stated.
He also stressed the importance of further developing the Parliament and Democracy Development Center as a modern platform to support legislative drafting and the professional advancement of the parliament.
Special attention was given to the election of the Kyrgyz Republic as a non-permanent member of the UN Security Council for the 2027–2028 term, reflecting the country's growing standing on the international stage.
Alexandra Solovieva noted that the Jogorku Kenesh remains one of UNDP's key partners in advancing reforms and achieving the Sustainable Development Goals. She highlighted the successful results of their collaboration, including the codification of over 30,000 regulatory legal acts, the development of a digital parliament, the implementation of modern legislative tools, the preparation of the Speaker's Annual Report as a parliamentary accountability mechanism, and the creation of e-learning platforms for MPs and administrative staff.
Particular focus was placed on the climate agenda. The parties noted the significance of the Law of the Kyrgyz Republic "On Climate Action," drafted with UNDP expert support. This law establishes a framework for the country to meet its international commitments, attract climate finance, and promote green development.
Following the meeting, the parties reaffirmed their readiness to further develop this partnership in the interest of effective, open, and accountable parliamentarism.
UNDP has partnered with the Jogorku Kenesh for over 20 years, supporting the development of parliamentary institutions, the digitalization of parliamentary work, the improvement of legislative processes, and the expansion of parliament's interaction with citizens.
