Call for Proposals for Low-Value Grant Projects

UNDP is pleased to announce the Call for Proposals and invites non-governmental organizations (NGOs) operating in target communities, Min-Kush, Mailuu-Suu, and Kyzyl-Zhar, to submit applications for Low-Value Grant Projects under the project “Stakeholder Engagement for Uranium Legacy Remediation in Central Asia. Phase III”, funded by the European Union.  

The purpose of Low-Value Grant Projects is to reduce the negative impact of uranium tailings (Uranium 
Legacy Sites) on socio-economic and environmental aspects of pilot community life.  


NGOs are encouraged to submit applications with experience of implementing activities in the following areas:  

  • environmental protection (pasture management, combating land degradation, research, etc.); 

  • development of community infrastructure (repair or restoration works at infrastructure or social facilities, for instance, buildings of schools, kindergartens, local hospitals, electricity lines, and drinking and irrigation water systems and etc.); 

  • health care (provision of medical equipment, staff training, research, etc.); 

  • economic development of the community (job creation, trade promotion, etc.); 

  • social protection (for example, groups of people with special needs, women, etc.); 

  • raising awareness of potential radiological risks; 

  • reduction of the threat of emergencies.

Grant amount: The total amount for the low-value grant will be no more than USD 15,000.00 (fifteen thousand US dollars). The contribution of NGOs to the project should be at least 20% of the grant amount. This contribution of 20% can be expressed in cash at the disposal of NGOs or as the in-kind contribution of applicants (for example, property, technical resources necessary for the implementation of the low-value grant project, or physical work to be done by the applicant). 

Duration: The implementation period is not more than 9 months from the date of the grant agreement signing.  

Note: Applications will be disqualified if the budget items are intended to be used for the procurement of works and services, using UNDP funds: 

  • Payment of salaries, fees for consulting services of experts, and employees of the local self-government bodies and public servants; 

  • Miscellaneous administrative expenditures; 

  • Procurement of food; 

  • Procurement of office equipment; 

  • An activity that is contrary to the applicable legislation of KR.

The following documents are required at the time of submission: 

1. Application form (Annex 2); 
2. Copy of the certificate of registration; 
3. Copy of the package of founding (statutory) documents; 
4. Certificate confirming the absence of tax and fee arrears; 
5. Bank statement indicating the details of the settlement account; 
6. CVs of the head of the organization and other key experts; 
7. Implementation timeline (Annex No. 3); 
8. Project budget (Annex No. 4); 
9. If necessary, supporting documents confirming the organization’s work experience; 
10. Confirmation that the proposed project has been coordinated with the community – minutes of a meeting of the local development committee or community, or a letter of support for the proposed project from the local government authority (Ayil Okmotu or Mayor’s Office), clearly explaining how the project addresses specific economic issues of the pilot municipality or region; 
11. At least one price quotation for the equipment to be purchased, if procurement is envisaged; 
12. All files must be submitted in PDF format, as scans, or as clear photographs.

Incomplete or late submissions will not be considered. The UNDP reserves the right to reject applications without any explanation.
