HCFC Phase-Out Management Plan - Stage 2
Overview
As a party to the Montreal Protocol on Substances that Deplete the Ozone Layer and the Vienna Convention for the Protection of the Ozone Layer, Georgia aims at an overall reduction of the most harmful ozone-depleting substances - Chlorofluorocarbons (CFCs) and Hydrochlorofluorocarbons (HCFCs) by 67.5% and 97.5% in 2025 and 2030 respectively.
What We Do
With funds from the Multilateral Fund to the Montreal Protocol, the UNDP assists Georgia in fulfilling the Montreal Protocol's schedule for phasing out HCFCs. The current initiative focuses on three strategic areas:
- Control over supply, demand and emissions/releases of HCFCs
- Collection, recovery, recycling and reclamation of HCFCs, including from end-of-life refrigeration and air-conditioning (RAC) equipment
- Natural refrigerants/low Global Warming Potential (GWP), including fiscal incentives and revising the national legislation related to the consumption of harmful substances.
Results So Far
- Introduced a web-based reporting tool and certification system for service technicians.
- Launched an operational electronic permit and reporting system.
- Trained over 400 customs officers, environmental inspectors, and refrigeration technicians on new environmental standards and best practices.
- Updated environmental and safety standards for refrigeration services to align with international best practices.
- Revised vocational education programmes to promote energy efficiency, good servicing practices, and the principles of Recovery, Recycling, and Reclaim (RRR).
- Developed a Green Public Procurement (GPP) framework to encourage the adoption of environmentally friendly refrigeration and air-conditioning systems.
- Equipped customs officers and environmental inspectors with advanced tools, including leak detectors, refrigerant identifiers, and armoured tablets.
