Public call to local self-government units in Bosnia and Herzegovina to submit applications for participation in the implementation of the third phase of the Municipal Environmental Governance Project (MEG3) in Bosnia and Herzegovina

PUBLIC CALL TO LOCAL SELF-GOVERNMENT UNITS IN BOSNIA AND HERZEGOVINA TO SUBMIT APPLICATIONS FOR PARTICIPATION IN THE IMPLEMENTATION OF THE THIRD PHASE OF THE MUNICIPAL ENVIRONMENTAL GOVERNANCE PROJECT (MEG3) IN BOSNIA AND HERZEGOVINA

The MEG3 project, funded by the Government of Switzerland, the Government of the Kingdom of Sweden and the Government of the Czech Republic, and implemented by the United Nations Development Programme in Bosnia and Herzegovina (UNDP BiH), represents one of the largest and most complex interventions in the field of local self-government in Bosnia and Herzegovina.

The third and final phase of the MEG project (2026–2030) aims to contribute to the further democratization of local governance in Bosnia and Herzegovina, as well as to the further development of more effective and efficient public services for citizens. This objective is expected to be achieved through policy dialogue on good local governance, along with regulatory improvements in the area of water supply and wastewater management services, ultimately enabling more effective, equitable and sustainable provision of basic local services.

Through this Public Call, up to 10 new partner local self-government units (LSGUs) will be selected to take part in the implementation of MEG3 project activities during this cycle (Group 1). In addition to these 10 new partner LSGUs, 38 partner LSGUs from the previous two phases of the MEG project will also participate in MEG3 through various forms of cooperation.

This Public Call is open to all LSGUs in Bosnia and Herzegovina that did not participate in the first and second phases of the MEG project, and that have the status of underdeveloped or extremely underdeveloped local self-government units in Republika Srpska, or belong to development categories IV and V in the Federation of Bosnia and Herzegovina.

Submission of applications and deadlines

The application documentation package, which includes the Letter of Intent (Annex 1) and the Application Form (Annex 2), is available on the UNDP website: www.undp.org/bosnia-herzegovina, in the Procurement section. The same link also provides the full text of the Public Call with application guidelines, including all necessary information on criteria, documentation and the selection process.

The final deadline for submission of applications, in accordance with this Public Call and the guidelines, is 3 July 2026 by 17:00. Applications submitted after the stated deadline will not be taken into consideration or reviewed. Any subsequent additions to applications, explanations, justifications or similar materials submitted after the deadline will not be taken into consideration. Submitted documentation will not be returned.
