New legislation for more transparent public procurement in BiH
June 20, 2025

The Public Procurement Agency of Bosnia and Herzegovina and the United Nations Development Programme (UNDP) formalized their cooperation by signing a Memorandum of Understanding. This document confirms a joint commitment to implementing the Public Procurement Strategy of BiH for the period 2024–2028 and to drafting a new Public Procurement Law.
In the context of fulfilling obligations on the path toward Euro-Atlantic integration and implementing key reform priorities, this step represents a significant contribution to the modernization of the public procurement system in BiH and its alignment with the EU acquis. The activities are carried out in partnership with the European Union in BiH and SIGMA, and with the support of the Ministry of Finance of the Slovak Republic through the project “Building efficient and transparent local public finance system in Bosnia and Herzegovina (BET-PFM),” implemented by UNDP in BiH.
Tarik Rahić, Director of the Public Procurement Agency of BiH, emphasized the importance of modernizing the procurement system to strengthen transparency and accountability in public administration.
Renaud Meyer, UNDP Resident Representative in BiH, highlighted the importance of effective public procurement as a tool for social progress and a reflection of Bosnia and Herzegovina’s commitment to achieving the Sustainable Development Goals.
A transparent public procurement system is essential for building public trust in institutions, reducing the risk of corruption, and ensuring more efficient use of public funds, all of which directly contribute to improving the quality of life for citizens across Bosnia and Herzegovina.
