The Caribbean region faces significant challenges within its criminal justice system, including overcrowded prisons, lengthy pre-trial detention, and limited access to justice for vulnerable populations. This report aims to identify, understand and explore the role of non-custodial sentencing, pre-trial detention practices, and informal justice mechanisms across CARICOM member states. The objective is to identify common challenges, best practices, and areas for improvement to support criminal justice reform, more specifically to enhance the use and/or effectiveness of alternatives to traditional incarceration. The findings and actionable insights provided in this report aim to support ongoing efforts and highlight best practices toward criminal justice reform in the region.
