Public-Private Cooperation for Tourism Development in Angola

Tourism is emerging as one of the most strategic opportunities for Angola’s inclusive economic transformation and partnerships are the element that can accelerate this transition.
On 20 February, the United Nations Development Programme (UNDP) and AMCHAM Angola, in partnership with the Ministry of Tourism, formalised a public-private cooperation framework aimed at advancing a more sustainable, competitive and inclusive tourism sector.
The moment represented a step toward aligning public leadership, private sector capacity and development support, with a focus on improving investment conditions, strengthening local businesses and creating opportunities for communities.
For UNDP, tourism is a tool for territorial development. A sector capable of generating jobs, supporting entrepreneurship, strengthening local value chains and, at the same time, protecting Angola’s natural and cultural heritage.

In this context, the strengthened cooperation seeks to help turn potential into results by creating a more enabling environment for responsible investment, innovation and improved quality of tourism services in the country.
Among the initiatives highlighted is Roots Reconnected, which includes the transatlantic slavery historical route, Massangano — positioned as an example of how heritage, memory and community development can converge into a sustainable tourism opportunity with economic and social impact.
The partnership reflects an increasingly clear approach: treating tourism as development infrastructure — a sector that connects history, identity, investment and local opportunities.
By reinforcing this cooperation with the Ministry of Tourism and AMCHAM Angola, UNDP consolidates its commitment to supporting solutions that translate Angola’s tourism potential into tangible results, with lasting impact for people, the economy and territories.
