First Virtual Hearing Room strengthens access to justice in Angola

The first Virtual Hearings Room was officially inaugurated as part of the project "Virtual Hearings and Citizen Access to Public Services", an initiative led by the Ombudsman's Office, with support from ENAPP and the United Nations Development Programme (UNDP).

The project represents another important milestone in the modernization of public services and the promotion of access to justice, reinforcing the commitment to inclusion and equity.

By the end of 2025, similar rooms are expected to be implemented in 24 municipalities in 12 provinces, with the aim of bringing the Ombudsman's services closer to the citizens who need them most.

UNDP has maintained a strategic and long-standing partnership with the Office of the Ombudsman, in line with its Regional Strategy for Africa in the areas of justice, governance and peacebuilding.

This collaboration has enabled remarkable progress, including the development of the virtual hearing system, the strengthening of the complaints management mechanism and the drafting of the Ombudsman's Strategic Plan, which will guide its actions until 2028.

This new stage of the project further deepens this commitment by ensuring that the digitisation of justice services functions as an effective tool for the defence of citizens' rights. The operationalisation of virtual hearings will make it possible to reach a greater number of citizens across the country, making services more accessible and efficient.

In addition, technicians from the Ombudsman's Office and ENAPP, the National School of Administration and Public Policy, will be trained as certified trainers in the community-led trauma resilience model. This component contributes to the strengthening of more humane, empathetic and people-centred institutional structures.

The project stands as a clear expression of the potential of digital innovation to strengthen public institutions and bring the State closer to its citizens.
