Currently 27 Municipalities across Albania have a functional One Stop Shop Information System (OSSIS) for delivering administrative services to the citizens. By the end of 2019, 49 will benefit from such a system.

The specific features of OSSIS contribute to a fundamental improvement of the administrative services delivery from local governments, reduce significantly time, bureaucracy, and the distance for citizens. The adoption of the system also empowers decision makers with evidence on the organizational and individual performance contributing to greater efficiency, transparency, and accountability.

The UNDP Resident Representative in Albania Limya Eltayeb said:” The new system represents a change in the work culture that requires determination and commitment of municipality to provide services through it and citizens' awareness on their benefit from the system. It has to do with the changing of mind sets too. We call on the rest of Municipalities to find the need space, make the necessary IT equipment available, connectivity, and the necessary minimal staff.  The return for the citizens is huge. Similarly, we call on citizens to use the system. It saves them time, money, it is faster, more transparent and more efficient”

One Stop shops is only one component of the "Consolidation of Administrative and Territorial Reform" (STAR2) project interventions. STAR 2 project works to strengthen institutional and administrative capacities of local administrations across the 61 municipalities of Albania; increase the efficiency of local service delivery and enhance local democracy.

Starting from early 2018, the UNDP project STAR2 in partnership with the Ministry of Interior and the Agency for the Support of Local Self-Government, the National Agency for Information Society and the beneficiary municipalities, has advanced with the implementation of OSSIS.

Through a nationwide assessment of the services in 61 municipalities of Albania, an average of 76 administrative services are catalogued, tested, validated.  The system was designed based on this analysis, as a direct response to the demand for quality public services for citizens.  Meanwhile the system allows adding new services by the users according to the specific needs of the local institutions.

STAR 2 enjoys support by many international development partners through a pooled funding mechanism. International partners include: the European Union, the Government of Sweden, the Government of Italy, Swiss Government, USAID, UNDP and the Government of Albania. The project is implemented by UNDP in partnership with the Ministry of Interior.
