Comparative assessment of municipal financing modalities of disbursing funds to Civil Society Organisations (CSOs)

March 12, 2025

The Comparative Assessment of Municipal Financing Modalities for Disbursing Funds to Civil Society Organizations (CSOs), developed under ReLOaD2, provides a comprehensive analysis of how public institutions at both the municipal and national levels allocate funds to CSOs. The report identifies key challenges, shares best practices, and offers recommendations to improve municipal funding mechanisms, supporting the broader adoption of the LOD methodology by municipalities and ministries, with potential for replication in other institutions. A well-structured and transparent municipal funding framework is essential for CSOs, as it enables them to sustain and expand their initiatives, provide critical social services, enhance citizen participation, and promote accountability in the use of public funds. The report’s findings were presented in a roundtable discussion, facilitating dialogue on institutionalizing effective local mechanisms that ensure consistent and impactful support for CSOs. By strengthening these mechanisms, municipalities can empower CSOs as key partners in fostering democracy, social cohesion, and sustainable community development.
