UNDP Country Programme Document for Viet Nam 2027–2031

September 8, 2026

UNDP’s new Country Programme for Viet Nam (2027–2031) supports the country’s next stage of development, aligned with its ambition to become a high-income developed country by 2045 and achieve net-zero emissions by 2050.

The programme focuses on four mutually reinforcing priorities:

- Climate action and environmental sustainability;

- Economic and digital transformation;

- Inclusive human development; and

- Governance and the rule of law.

It will support nationally driven reforms, strengthen institutional and policy capacity, mobilize financing and advance integrated solutions that help Viet Nam navigate complex transitions and accelerate inclusive, resilient and sustainable development.

The programme will ultimately benefit people and communities across Viet Nam, particularly those at risk of being left behind, while strengthening the institutions and systems that deliver policies, services and opportunities. It was developed in close consultation with the Government of Viet Nam and other stakeholders, reflecting strong national ownership and a shared commitment to delivering concrete results for people and planet.
