The primary objective of this policy brief is to provide evidence-based recommendations to strengthen women’s participation in leadership and management within Party committees and government institutions at all levels, in preparation for the 14th National Party Congress and the development of a strong cadre of women leaders for the 2026–2031 term. Enhancing women’s representation is not only an integral part of achieving gender equality in politics, but also a prerequisite for inclusive and effective governance at both national and local levels, thereby making a direct contribution to national development goals.

The studies were undertaken by the United Nations Development Programme (UNDP) in Viet Nam in collaboration with national research institutions.
