Preparation and implementation of Project on Accelerating Multi-dimensional Poverty Reduction and Socio-economic Development in Ethnic Minority Areas 2020-2025 (SEDEMA)

PROJECT SUMMARY:

UNDP and DFAT through the GREAT project, is cooperating with the Committee for Ethnic Minority Affairs on a 1-year technical assistance project supporting acceleration of multi-dimensional poverty reduction and socio-economic development in ethnic minority areas (2020-2025). The project will support stakeholders at central and local levels in application of Anticipatory, Active, Agile governance approaches, learning loops to promote stakeholder innovations in design and experimentation, and in scaling up best practice solutions from the National Targeted Programme (2021-2025). The project will contribute to progress on SDG1-No Poverty, SDG5-Gender Equality, and related SDG2-Zero Hunger, SDG8-Decent Work and Economic Growth and SDG10-Reduced Inequalities.

PROJECT OBJECTIVES:

  • Objective 1: Technical support for the development of guiding documents for National Target Program (NTP) and “Supporting Acceleration of Multi-dimensional poverty reduction and Socio-economic Development in Ethnic Minority Areas” project (SEDEMA) implementation, including an assessment of implementation results mechanisms adopted in the New Rural Development and the NTP on Sustainable Poverty Reduction so as to inform and recommend the appropriate, innovative mechanisms for adoption in the NTP and SEDEMA.
  • Objective 2: Technical support to Committee on Ethnic Minority Affairs (CEMA) in development and introduction of innovative solutions under the NTP-SEDEMA and launching event.
  • Objective 3: Technical support for digital transformation in implementation and management of the NTP- SEDEMA.

EXPECTED RESULTS:

  • Development of a conducive eco-system for promoting inclusive innovations at local levels.
  • Engaging related stakeholders in a learning process to obtain knowledge on local solutions and necessary conditions for their success/bottlenecks in enhancing their effectiveness/replicability and scalability, generating and experimenting new integrated solutions for their successful adaptation and application in other locations/at larger scales.
