Viet Nam National Plastic Action Partnership (NPAP) Launches the Plastic Action Financing Roadmap to 2030 to Tackle Plastic Pollution

Ha Noi, 16 December 2025 - Viet Nam’s National Plastic Action Partnership (NPAP) officially launched the Plastic Action Financing Roadmap to 2030, marking a significant milestone in mobilizing resources to accelerate the transition toward a circular plastics economy and reduce plastic pollution in Viet Nam. The event also marked five years of NPAP’s operation since its establishment in 2020, providing an opportunity for network members to reflect on key achievements, lessons learned, and collective contributions to advancing multi-stakeholder cooperation in addressing plastic pollution.

The workshop brought together more than 100 participants, representing government agencies, embassies, businesses, associations, non-governmental organizations, and development partners across the NPAP Viet Nam network.

In his opening remarks, Vice Minister Le Cong Thanh of the Ministry of Agriculture and Environment, Chair of the NPAP Leadership Board, emphasized: “Solutions to plastic pollution cannot stop at collection or treatment alone. What is needed is a systemic approach grounded in appropriate policies, market mechanisms, innovation, and multi-stakeholder cooperation.”

Mr. Iain Frew, Ambassador of the United Kingdom to Viet Nam and Vice Chair of the NPAP Leadership Board, highlighted: “Viet Nam has demonstrated strong commitment to addressing plastic pollution through the issuance and implementation of key policies. To ensure these directions generate tangible, large-scale impact, effective mobilization and allocation of financial resources is decisive. This process requires deeper engagement of the private sector, supported by a stable policy framework, investable projects, and appropriate risk-sharing mechanisms.”

Viet Nam is at a critical turning point in its efforts to address plastic pollution. Economic growth has driven an increase in plastic consumption, placing significant pressure on waste collection, sorting, and treatment systems. To meet the demands of this transition, Viet Nam must mobilize substantial financial resources to invest in infrastructure, improve governance mechanisms, and encourage private sector participation.

According to the Plastic Action Financing Roadmap for Viet Nam, launched at the workshop, total financing needs for plastic pollution mitigation solutions through 2030 are estimated at approximately USD 7.5 to 8.5 billion.

Ms. Ramla Khalidi, UNDP Resident Representative in Viet Nam and Vice Chair of the NPAP Leadership Board, shared: “This is precisely where NPAP Viet Nam can deliver concrete value - as a trusted platform that connects policy with investable, implementable projects; leverages Extended Producer Responsibility (EPR) mechanisms to mobilize blended finance; and helps channel capital to the right sectors and beneficiaries, including local authorities, small and medium-sized enterprises, and other stakeholders across the plastics value chain.”

In this context, the report presents several key recommendations to accelerate Vietnam’s transition toward a circular plastics economy. These include strengthening the Extended Producer Responsibility policy framework to make it more transparent and effective.

The report also proposes developing quality standards for recycled plastics, expanding financial instruments to attract private investment, and enhancing the integration of the informal sector. In addition, it underscores the need to develop recycling markets and strengthen waste management capacity in urban and peri-urban areas through increased local financing and infrastructure investment via public-private partnership models.

During the workshop, speakers also shared updates and findings from several major studies conducted by NPAP member organizations, including results of the Plastics Innovation Transition Study 2020-2025; initial findings from the Biodiversity and Plastics Study in Viet Nam; a synthesis of international experience and research findings for Viet Nam conducted by the World Bank; and practical lessons on plastics regeneration from Coca-Cola. These studies have contributed critical data and helped bridge remaining gaps across the plastic pollution action chain.

The 7th NPAP Viet Nam Leadership Board Meeting reaffirmed the collective commitment of more than 200 member organizations to addressing the growing challenge of plastic pollution through multi-stakeholder connectivity, resource mobilization, and enhanced policy coordination. This annual platform convened by NPAP serves as a key mechanism for strengthening technical expertise, sharing perspectives, and aligning interventions to achieve Viet Nam’s national targets, including a 75 percent reduction in marine plastic litter by 2030, the phase-out of single-use plastics, and the effective nationwide implementation of Extended Producer Responsibility (EPR).

The National Plastic Action Partnership (NPAP) in Viet Nam, hosted by UNDP Viet Nam, is a multi-stakeholder partnership platform established through formal cooperation between the Ministry of Agriculture and Environment of Viet Nam and the World Economic Forum (WEF). NPAP enables collaboration between the Government and key partners to translate commitments on plastic waste and plastic pollution into action.

The NPAP Leadership Board is chaired by a Vice Minister of the Ministry of Agriculture and Environment. It comprisese 33 senior representatives from government agencies, development partners, organizations, associations, and businesses actively working to combat plastic pollution. NPAP’s impact areas include policy advisory support, data harmonization, behavior change, innovation promotion, finance mobilization, and the advancement of gender equality and social inclusion across the plastics value chain.
