Enhanced transparency in emission reduction data management under the Paris Agreement

Hà Nội, 21 December 2022 – The United Nations Development Program (UNDP) and the Department of Climate Change (Ministry of Natural Resources and Environment) held an inception workshop to kick off a project entitled "Strengthen Viet Nam's capacities to manage data flows and report information adequately to fulfill the enhanced transparency framework of the Paris Agreement requirements" (or CBIT project).

The project, which is funded by the Global Environment Facility (GEF) and implemented over four years (2022-2026), aims to assist Viet Nam in completing technical guidelines, providing professional training to promote the implementation of regulations on greenhouse gas inventory, GHG emission reduction, and monitoring financing resources for climate change response following the enhanced transparency provisions of the Paris Agreement and its implementation guidelines named Katowice climate package.

There are three primary components. Component 1 will operationalize the system and develop national technical capacities for Measurement, Reporting, and Verification (MRV) for inventory and mitigation efforts of greenhouse gas emissions. Component 2 will bolster the national tracking system for national and international resources. Component 3 will ensure the national and worldwide visibility of the project and the lessons learned. Together with efforts already conducted and funded by other partners, this project will significantly strengthen the national system by focusing on capacity building and establishing procedures, guidelines, and tracking tools to comply with the Paris Agreement's obligations. Components will contribute to designing and implementing a national MRV system for greenhouse gas emission inventories, climate change mitigation actions.

Over the years, as a party to the UNFCCC and the Kyoto Protocol, Viet Nam has conducted greenhouse gas inventory activities, completed projects under the clean development mechanism (CDM), and taken steps to implement the transparency framework. These restrictions were first codified in Government Decree No. 06/2022/ND-CP dated January 7, 2022, regarding reducing greenhouse gas emissions and protecting the ozone layer. Consequently, the National System of Measurement, Reporting and Evaluation of Mitigation of GHG Emissions is used to monitor and supervise the compliance with the regulations on mitigation of greenhouse gas emissions.
"The implementation of the Enhanced Transparency Framework of the Paris Agreement to Vietnam is still quite new; thus, to implement the relevant legal regulations, it is required to provide information on the relevant legal documents and conduct related capacity strengthening activities. This project has been formulated and implemented to address the aforesaid critical demands”, said Mr. Pham Van Tan, Deputy Director of the Department of Climate Change.

Recently, Viet Nam became the third nation to join the JETP Agreement (Just Energy Transition Partnership) with the G7+, following South Africa and Indonesia. It is anticipated that Viet Nam will get $15.5 billion in support for the green transition program, which will speed up the execution of national commitments to reduce greenhouse gas emissions. The outcomes of the CBIT Project will improve the precision, synchronization, and transparency in monitoring and reporting on the results of lowering greenhouse gas emissions in Viet Nam, consequently enhancing the program's linkages and contributions.

"The CBIT project should continue updating the guidelines with systematic data collection for mitigation finance. Institutionalise these guidelines and tools for climate finance transparency is one of the key conditions for Viet Nam to secure long-term and predictable climate finance for NDC implementation, particularly from international capitals. It is particularly important as Viet Nam needs at least US$15-30b annually to implement NetZero 2050," said Mr. Patrick Haverman, UNDP Deputy Resident Representative in Viet Nam.

Participating in the project implementation are the Ministry of Natural Resources and Environment, the Ministry of Planning and Investment, the Ministry of Industry and Trade, the Ministry of Transport, the Ministry of Construction, the Ministry of Agriculture and Rural Development, and the relevant departments and stakeholders.

During the workshop, participants provided ideas for drafts of the Master Plan, First Year Plan, and Project Inception Report. They also exchanged thoughts on coordination during project implementation.
