National Integrity System Assessment of Uzbekistan

The National Integrity System Assessment (NISA) is a comprehensive study evaluating how effectively a country’s institutions prevent and combat corruption. Conducted between January and October 2025 using Transparency International’s globally recognized methodology, the assessment reviews the 15 key pillars of the national integrity system, including public institutions, oversight bodies, the private sector, media, and civil society.
The findings highlight Uzbekistan’s ongoing reform efforts and progress in strengthening transparency and anti-corruption mechanisms, particularly within institutions such as the Anti-Corruption Agency and the Chamber of Accounts. At the same time, the assessment identifies challenges related to institutional independence, accountability, and limited oversight.
The report provides targeted recommendations to strengthen governance, enhance transparency, and improve coordination across institutions. Implementing these recommendations can support Uzbekistan’s national anti-corruption strategy, reinforce public trust, and contribute to improved performance in international indices, including the Corruption Perceptions Index.
The activity was implemented by Transparency International Latvia in cooperation with UNDP within the framework of the project “Strengthening the National Anti-Corruption Ecosystem in Uzbekistan,” funded by the European Union. The project contributed to the assessment of 7 out of the 15 pillars of the national integrity system, including the legislature, executive, judiciary, electoral management body, Ombudsperson, political parties, and state-owned enterprises.
