Informal employment remains a major challenge in Uzbekistan’s labor market, particularly in agriculture, construction, trade, and services. It disproportionately affects youth, women, and rural populations, limiting access to social protection and decent work.

Prepared under the UNDP “Aid for Trade in Central Asia” Phase V Project in partnership with the Center for Economic Research and Reforms (CERR), the new study analyzes the drivers, dynamics, and impacts of informality across sectors and population groups.

Based on nationwide surveys and expert consultations, the report provides an evidence-based foundation for policies promoting the transition to formal employment, greater financial inclusion, and more inclusive labor market opportunities.
