Within the framework of the Integrated Rural Development project, implemented jointly with the Ministry of Economy and Finance and financed by the Islamic Development Bank, a report was prepared based on the results of a functional analysis of 3 district khokimiyats and 15 mahalla committees in the Samarkand, Kashkadarya, and Surkhandarya regions.

The analysis aims to enhance the effectiveness of local governance bodies, promote more efficient use of available resources, and strengthen coordination and interaction across different levels of governance.

The study reviewed existing functions and operational processes, identified key challenges and opportunities for improvement, and assessed the strengths and weaknesses of the current system. Particular attention was paid to how well the assigned functions respond to the needs of local communities.

The report provides practical recommendations, including institutional, structural, and functional reforms, as well as short-term and long-term solutions aimed at improving governance performance at the mahalla and district levels.
