The Government of Uzbekistan through Yashil Makon (Green Nation) intends to plant one billion trees over the five years to increase the country's tree cover from 8% to 30% and combat climate change. The initiative aligns with the green economy concept and aims to address issues like soil degradation, desertification, and loss of biodiversity. The afforestation investment is expected to create economic opportunities and improve the overall quality of life for Uzbek citizens while reducing carbon emissions and improving air and water quality. The Yashil Makon initiative is part of Uzbekistan's strategy to achieve its Paris Agreement commitments and reduce greenhouse gas emissions by 35% by 2030.

In support of Yashil Makon UNDP in collaboration with the Ministry of Ecology, Environmental Protection and Climate Change conducted two complementing studies: 1) Feasibility Study for a Master Plan for Afforestation; and 2) Feasibility Study and Design of an Innovative-Finance Solution for Afforestation and Landscape Restoration in Uzbekistan and Recommendations for Financing, Localization, Value Creation and Livelihoods Impact. These studies have benefited from a series of consultative process as well as global best practices. The Report summarizes the recommendations of Feasibility Study on Designing a Masterplan.
