Regional Partnership on OVOP for Sustainable Development of the Aral Sea Region

Tashkent-Bishkek, May 12-16, 2025 – Facilitators of the "One Village One Product" (OVOP) program from Karakalpakstan, Uzbekistan, together with UNDP representatives, conducted a five-day study visit to explore successful practices of the Japanese initiative in Kyrgyzstan. The visit aimed to enrich the methodological toolkit for effective OVOP implementation in the Aral Sea region, where the program has been actively operating since 2021.
The visit began with a meeting in Tashkent with representatives of the Japan International Cooperation Agency (JICA) – ABE Naomi (Project Formulation Advisor) and Sharipov Sharifzoda (Senior Program Coordinator). Alisher Utemisov, UNDP Program Manager in Karakalpakstan, briefed colleagues on the results and development potential of OVOP in the region, emphasizing the use of exclusively local resources.
JICA representatives showed particular interest in product development and marketing strategies applied in Karakalpakstan. The discussion covered aspects such as adapting traditional recipes and technologies to modern market requirements, packaging issues, product branding, and channels for promoting OVOP goods.
Four OVOP facilitators in Karakalpakstan, who are active producers themselves, train beginning entrepreneurs in four districts to identify local resources, develop competitive products, and implement effective marketing, introducing Japanese OVOP and "Kaizen" methodologies at the local level.
An important role in the institutional support of the OVOP movement is played by the "OVOP Aral" organization, led by Uzbek and Japanese experts engaged in promoting products at national and international levels. The organization provides comprehensive support to entrepreneurs, including assistance with certification, packaging design, marketing, and establishing sales channels. "OVOP Aral" also serves as a platform for experience exchange among producers and forming a unified regional brand.
The visit to Kyrgyzstan, where OVOP is successfully implemented at the state level in all seven regions of the country, allowed facilitators to study practical aspects of production organization and product sales systems. Particularly valuable was the experience of visiting:
- A production center in Karakol with an integrated structure of four departments (felt, cosmetic, food, and administrative);
- A central coordination office in Bishkek ensuring effective management of the entire OVOP network;
- A sales network through branded stores and retail points at gas stations;
"The Kyrgyz model demonstrates how the OVOP program can become not just an economic tool, but also an important element of social policy, providing employment in rural areas, especially among women and youth," noted Gulnar Akilbekova, facilitator in Chimbay district.
JICA representative in Kyrgyzstan, Haraguchi Akihisa, highlighted five unique characteristics of the Kyrgyz OVOP model that could be adapted for Karakalpakstan:
- Reliance on natural resource wealth – using local environmentally clean raw materials;
- Social inclusivity – creating "green" jobs for vulnerable population groups;
- Artisanal approach – preserving handcraft traditions to create unique products;
- Synergy with tourism – using tourist flows to promote products;
- Kaizen system – continuous improvement of product quality and production processes.
The acquired knowledge and experience will be integrated into the training program for OVOP producers in Karakalpakstan.
"OVOP offers a unique opportunity for reviving the Aral Sea region economy through developing niche products adapted to local conditions. This is not just a business model – it's a tool for ecological regeneration and social sustainability," emphasized Alisher Utemisov, UNDP Programme Manager in Karakalpakstan.

Developed in Japan, the OVOP initiative aims to develop local economies through creating unique products using local resources and knowledge. In Karakalpakstan, the program is implemented within the framework of the UNDP project "The Project for Supporting Self-Reliance through Climate Resilient Agriculture in the Aral Sea Region" with financial support from the Government of Japan.
