Impact of War on Youth in Ukraine – 2025

Since 2022, the United Nations Development Programme (UNDP) in Ukraine and the Ministry of Youth and Sports of Ukraine have jointly conducted research examining the impact of the full-scale war on the situation of young people. The research aims to provide a comprehensive analysis of how young people, living in the context of war, perceive the current situation in their communities, reflect on past developments, and shape their vision of the future.
Studies covers a wide range of issues, including the emotional well-being of young people of age 14-35 years old, educational and professional prospects, migration intentions, attitudes toward vulnerable groups, and young people’s views on their own role in the processes of national recovery, strengthening social cohesion, and building an inclusive and just society.
In 2025, a new wave of the study was conducted to examine the dynamics of the war’s impact on young people’s attitudes and life orientations. The research explores the following topics:
- How young people perceive the current situation in Ukraine and their personal future;
- Migration intentions of young people in Ukraine and abroad;
- Attitudes of young people toward the situation of vulnerable groups in society, as well as the dynamics of intolerance and discrimination;
- Factors contributing to strengthening social resilience, solidarity, and the formation of national identity among young people during wartime;
- Youth perspectives on civic engagement and participation in Ukraine’s recovery
The study also presents recommendations for the implementation of youth support policies, strengthening civic engagement, and expanding youth participation in Ukraine’s recovery processes.

The study was conducted by Sociological Group "Rating" at the initiative of the Ministry of Youth and Sports of Ukraine, with technical and organizational support from UNDP in Ukraine and the Government of Denmark.
