Ukraine’s business community, authorities, experts discuss national export strategy

Public discussions about the strategy held in several cities at the initiative of the Ministry of Economy of Ukraine and with the support of UNDP and the Government of Japan.

Kyiv, 8 May 2025 — During April-May 2025, representatives of the Ukrainian business communities, authorities, experts, international organizations and diplomatic missions have held discussions in the cities of Kyiv, Odesa, and Dnipro on the draft Export Strategy of Ukraine. 

The draft strategy was prepared by an expert team with the participation of the Ministry of Economy of Ukraine, the United Nations Development Programme (UNDP) and the German international development organization GIZ.

The goal of the new strategy, for implementation until 2030, is to increase the resilience of the Ukrainian economy, improve its technological capabilities and move to export-oriented growth by stimulating the export of goods and services with higher added value. The strategy will cover three main tasks: increasing export volumes, improving the structure of exports, and strengthening state capacity, institutions, and tools to address export development challenges.

Taras Kachka, Deputy Minister of Economy of Ukraine – Trade Representative of Ukraine, speaking at the discussion meeting in Kyiv, said: “The (strategy), which will determine the main directions of our movement in the field of trade development, has been worked out together with all stakeholders. These public discussions have been organized in order to hear feedback, ideas and proposals on the future export strategy of Ukraine.”

Tadayoshi Hiraki, Trade Attaché of the Embassy of Japan in Ukraine, stressed: “It’s extremely important for the prosperity of Ukraine's export sector to maintain an ongoing dialogue between the government and business. Such cooperation fosters mutual understanding, addresses challenges specific to each sector, and creates pathways for sustainable and inclusive growth.”

Maksym Boroda, Economic Development Project Manager for UNDP in Ukraine, emphasized: “Our joint work with partners has produced concrete results. I hope that very soon the government will adopt a document that will determine the vectors of development of Ukrainian exports in the coming years. And this will be the joint achievement of representatives of all interest groups who joined in the discussions at various platforms."

Background: 

The discussions were arranged by the Public Union “Foundation for Support of Reforms in Ukraine” within the framework of the "Transformational Recovery for Human Security in Ukraine" project, with the financial support of the Government of Japan. The project is implemented by the United Nations Development Programme (UNDP) in Ukraine in cooperation with the Ministry of Economy of Ukraine and the ReACT4UA international cooperation project “Application and implementation of the EU-Ukraine Association Agreement in the field of trade,” the executor of which is the German federal company Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
