Ukraine sets out framework for implementing Article 6 of Paris Agreement

With UNDP support, Ukraine is preparing to unlock international climate finance for green recovery and economic modernization.

Kyiv, 24 June 2026 – The Government of Ukraine has officially approved a landmark resolution to implement Article 6 of the Paris Agreement, creating the legal and institutional framework necessary to tap into international carbon markets. This will enable Ukraine to attract critical climate finance, accelerate its green recovery, and drive the modernization of its economy through the transfer of Internationally Transferred Mitigation Outcomes (ITMOs).

The resolution also provides the operational architecture for Ukraine’s National Carbon Registry – a key tool for the tracking, recording, and managing of international carbon transactions.

This will allow Ukraine to attract additional climate finance and mobilize investment in low-carbon technologies, renewable energy, energy efficiency, clean transport, industrial modernization, and green recovery projects.

Oleksandr Krasnolutskyi, Deputy Minister of Economy, Environment and Agriculture of Ukraine, stated: “We’re creating the legal and institutional foundation for Ukraine’s participation in international carbon markets. This opens new opportunities for attracting climate finance, implementing investment projects, and modernizing the economy using international best practices.”

Commenting on the approval of the resolution, Roman Shakhmatenko, Team Leader of UNDP Ukraine’s Energy and Environment Portfolio, noted: "This achievement reflects years of close cooperation between the Government of Ukraine, national experts, and international partners. UNDP is proud to support Ukraine in establishing the institutions and systems needed to participate in international carbon markets and unlock new sources of climate finance for the country's recovery and future development."

The establishment of the Article 6 framework is a major step toward enabling Ukraine’s participation in global carbon markets. UNDP will continue to support Ukraine in operationalizing Article 6 mechanisms, developing the National Carbon Registry, and strengthening the country’s climate finance architecture under the Climate Promise initiative.

The framework builds on Ukraine’s existing cooperation under bilateral climate agreements, including with Switzerland and Japan, and will create opportunities for expanding international climate partnerships.

The development of the Article 6 framework was carried out through close cooperation between the Ministry of Economy, Environment and Agriculture of Ukraine, UNDP in Ukraine, the Ukrainian Climate Office, the National Greenhouse Gas Inventory Centre, the Reform Support Team, and the Green Transition Office.
