Ukraine adopts updated Long-Term Low Emissions Development Strategy to 2050 with UNDP support

Despite wartime challenges, Ukraine is continuing to chart a course to climate neutrality by 2050.

Kyiv, 18 June 2026 – Ukraine has adopted an updated Long-Term Low Emissions Development Strategy (LT-LEDS) until 2050, marking a key milestone in the country’s climate policy and green transition agenda. 

The strategy provides a unified national framework for decarbonizing the economy and achieving climate neutrality by mid-century, while at the same time supporting post-war recovery, economic modernization, and alignment with European Union climate policies.

The Institute for Economics and Forecasting of the National Academy of Sciences of Ukraine engaged more than 20 national and international experts in preparing the updated strategy. Support for the work was provided by the United Nations Development Programme (UNDP) in Ukraine as part of the global Climate Promise initiative. 

The analytical work demonstrates that Ukraine can achieve climate neutrality by 2050 by following an economically viable and socially balanced pathway – even in the context of the ongoing full-scale war.

Oleksandr Krasnolutskyi, Deputy Minister of Economy, Environment and Agriculture of Ukraine, emphasized the strategic importance of the document: “The adoption of the Strategy sends an important signal to businesses and international partners,” he said. “Ukraine remains firmly committed to achieving climate neutrality while creating new opportunities for investment, technological modernization, and sustainable economic growth.”

Roman Shakhmatenko, Team Leader of UNDP Ukraine’s Energy and Environment Portfolio, emphasized that this achievement reflects years of close cooperation between the Government of Ukraine, national experts, and international partners:

"The adoption of the updated Long-Term Low Emissions Development Strategy marks a major milestone in Ukraine’s climate policy journey. This decision strengthens the foundations for a climate-resilient, low-emission economy while supporting green recovery, energy security, economic competitiveness, and Ukraine’s European integration aspirations."

Through its Climate Promise initiative, UNDP will continue supporting Ukraine in implementing the Strategy, strengthening climate governance and finance systems, and mobilizing the investments needed to achieve the country’s long-term climate and sustainable development goals.

The implementation of the LT-LEDS is expected to support energy efficiency improvements, accelerate the development of emerging sectors such as biomethane and hydrogen, strengthen energy security, and contribute to the creation of green jobs.

Following approval by the government, the strategy will be submitted to the Secretariat of the United Nations Framework Convention on Climate Change, fulfilling Ukraine’s commitments under the Paris Agreement.
