From now on, all Diia users, including the blind, will have easy access to the government services and information they need.
Ministry of Digital Transformation improves Diia portal, making it more accessible for people with disabilities

Kyiv, 3 December 2025 – The Ministry of Digital Transformation has completed work on improving the accessibility of the Diia government e-services portal, having brought it into line with digital accessibility standards. Now all users, in particular people with disabilities, have barrier-free access to government services and all the features of the site.
At the end of 2024, the public section of the Diia portal was made accessible. Now the citizen's account section has also been adapted to the key requirements of digital accessibility, bringing the portal into line with accessibility requirements.
The site developers, in particular:
set correct text labels so that all buttons are clear and screen readers can correctly pronounce them,
improved the contrast of site text,
adjusted the visibility of the focus indicator so that people immediately identify which element of the site they are currently navigating,
set a quick transition link to important information on the page,
ensured the proper pronunciation of audio error messages that may appear,
improved the accessibility of pdf files – an important element when receiving some services.
Thanks to this, the citizen’s office section and portal services are now available to people who use the Internet and computers with the help of assistive technologies.
“One of the key tasks of the Ministry of Digital Transformation is to ensure there is equal and convenient access to public services through Diia for all citizens,” said Zoriana Stetsiuk, Deputy Minister of Digital Transformation of Ukraine.
“That’s why we have comprehensively updated the portal, focusing on removing barriers that previously made it difficult for certain groups of people to use services. The updated portal is built so that everyone – regardless of experience, needs, or technical capabilities – can easily receive the services they need online. This is an important step towards having a truly inclusive digital state.”
The upgrading of the portal to increase digital accessibility in Ukraine was carried out by the Ministry of Digital Transformation, with support from the United Nations Development Programme (UNDP) in Ukraine and the Government of Sweden. Since 2021, the partners have been conducting an annual study of the basic web accessibility of 100 government websites. According to the study results, as of 2023, two out of 10 basic digital accessibility criteria were met by the Diia portal. However, by the end of 2024, the Diia portal had demonstrated the greatest progress in increasing basic accessibility over the year.
“UNDP, with the support of partners – in particular the Government of Sweden – is committed to assisting the Government of Ukraine in promoting digitalisation and increasing digital accessibility in the country,” said Monica Rijal, UNDP’s Deputy Resident Representative in Ukraine.
“We strive to help not just create new electronic public services, but make them accessible to all citizens. The improvement of the country’s main e-governance portal was the result of joint comprehensive work to analyse the situation with web accessibility, institutional and legislative changes, and the regular training of public servants in the basics of digital accessibility.”
The update of the Diia portal was carried out by the Digital Accessibility Competence Centre, which was created by the Ministry of Digital Transformation of Ukraine together with UNDP in Ukraine under the DIA Support Project, which is implemented with the support of the Government of Sweden.
The Digital Accessibility Competence Centre, which started operating in 2024 at the State Enterprise Diia, is the first state-level centre dedicated to digital accessibility. Its primary role is to train representatives of state bodies and offer advice on implementing the requirements of the new state web-accessibility standard.
Earlier, in November 2025, the Ukrainian government adopted a draft law on digital accessibility. The adoption of the draft will for the first time enshrine digital accessibility requirements at the legislative level, extending them to the private sector, and bringing Ukrainian legislation closer to the requirements of the European Union. The development of the draft law was also initiated by the Ministry of Digital Transformation with support from UNDP and Sweden.
