Residents of Zaporizhzhia will benefit from improved security services, while relocated communities will have the opportunity to replicate this experience
Germany and UNDP support launch of Mobile Police Office in Zaporizhzhia

Zaporizhzhia, 13 May 2025 – The Government of Germany, in cooperation with the United Nations Development Programme (UNDP) in Ukraine, has supported the establishment of a Mobile Police Office in Zaporizhzhia Oblast. The initiative aims to enhance the capacity of the National Police of Ukraine and promote effective, flexible engagement with communities — particularly in the context of martial law.
Now fully operational, the mobile unit was procured, assembled, and equipped with funding support exceeding US$71,000. Backed by the Government of Germany and UNDP, the facility includes modern communications systems, furniture, equipment, and interior fittings. Local police authorities took the lead in preparing the surrounding site.
The mobile format allows police to stay connected with communities even when stationary administrative buildings are damaged or inaccessible. Once areas of Zaporizhzhia Oblast return to the control of the Government of Ukraine, the unit is expected to be relocated to another community, ready for immediate deployment.
As part of the same initiative, several roundtable discussions were held with police officers, representatives of relocation communities, and internally displaced persons. Participants learned about the functionality of the mobile office and explored opportunities to scale this model to other communities. This approach combines accessibility — the ability to provide services anywhere — with swift responsiveness to the needs of the population.
Germany’s Ambassador to Ukraine, Martin Jäger, emphasized that Germany remains committed to strengthening the capacity and effectiveness of law enforcement agencies in Ukraine. “The mobile police office represents a modern, flexible approach to community security in the face of ongoing challenges,” said Ambassador Jäger. “We are proud to support such solutions that bring services closer to people, enhance public trust in the police, and contribute to local stability.”
UNDP Resident Representative in Ukraine, Jaco Cilliers, stated that maintaining public trust in state institutions — especially during wartime — is essential for preserving social cohesion and resilience. “When communities live under constant threat, it is critically important that the state remains accessible, effective, and responsive,” explained Mr. Cilliers. “The mobile police office is an example of how, even in the most challenging circumstances, it is possible to provide a sense of security, reinforce trust in the rule of law, and strengthen the connection between citizens and the state.”
The initiative “Enhancing the capacity of the police in Zaporizhzhia Oblast” was implemented by the human rights civil society organization “Ehida-Zaporizhzhia”, with support from UNDP in Ukraine and financial support from the Government of Germany. Additionally, a similar mobile office was procured for the State Emergency Service of Ukraine in Kherson Oblast.
