Diia.Education launches updated digital map with Digital Education Hubs

Kyiv, 5 February 2025 – An updated interactive map of Digital Education Hubs has been launched on the Diia.Osvita platform: From now on, members of the public will be able to quickly find the nearest hub where they can master essential digital skills.
The hubs are free offline learning spaces where Ukrainians can get instruction in using electronic services and take advantage of what the Diia.Osvita education platform has to offer, including:
- taking a career orientation test to understand what profession you are inclined to
- learning about the skills needed to start or develop a career thanks to educational series
- practicing in interactive simulators
- browsing the catalogue of vacancies collected from the largest job search sites, and
- checking how confident you are in using digital technologies with the Digigram and Cybergram tests.
“Digital literacy is not only about convenience, but also about equal opportunities for all Ukrainians,” said Valeriia Ionan, Deputy Minister of Digital Transformation for European Integration. “Thanks to a network of about 5,000 Digital Education Hubs across the country, the Ministry of Digital Transformation is providing citizens with a chance to gain the skills necessary for success in the labour market, and to achieve economic well-being in the modern world.”
Digital Education Hubs operate in libraries, Administrative Services Centres, and in the premises of public organisations and private companies, providing citizens with access to digital knowledge, government and financial services, employment advice, and online communication.
“A lack of digital skills remains one of the reasons why Ukrainians do not use government electronic services,” said Jaco Cilliers, UNDP Resident Representative in Ukraine. “For the past four years, in collaboration with the Ministry of Digital Transformation and with support from Sweden, we’ve been working to expand a network of Digital Education Hub libraries and create new instruments for librarians. Strengthening librarians’ capacity to improve Ukrainians' digital skills is a crucial step in bridging the digital divide, ensuring that all citizens can fully benefit from digitalization.”
The Ukrainian Library Association (ULA), which is celebrating its 30th anniversary this year, has played a key role in the creation and development of the hub network. In cooperation with the Ministry of Digital Transformation, the ULA supports the activities of the hubs and also conducts annual training for the coordinators of these educational spaces, with the support of the United Nations Development Programme in Ukraine (UNDP) and Sweden. In 2024 alone, library employees helped more than 25,000 citizens in 22 regions of Ukraine to complete training courses in the hubs. Some 82% of visitors assessed their level of digital literacy as high after completing the courses.
“Digital education hubs in libraries are not only about computers, the Internet, access to the Diia.Osvita platform, or learning to use digital tools,” notes Oksana Brui, the president of the Ukrainian Library Association. “They are, first and foremost, about helping people. Often, especially in small villages, when for certain reasons older people or people with disabilities cannot come to the library to use the Hub services, librarians go to their homes and teach them, helping them to order medicine online or get a certificate in the Diia application.”

- Set the filter: the region, settlement or category of institution where hubs are located.
- View the location on the map and click on the nearest hub to view details: address, working hours, and the contact information of hub coordinators.
For the effective functioning of Digital Education Hubs, training materials for trainers are available on the Diia.Education platform, including the educational series “Training for Trainers.” These materials help future coordinators teach Ukrainians digital literacy, familiarize them with the principles of information security, and promote confident use of digital government services.

Training of coordinators of offline Digital Education Hubs is carried out at the initiative of the Ministry of Digital Transformation in cooperation with the Ukrainian Library Association (ULA) within the framework of the DIA Support project, which is implemented by UNDP in Ukraine with funding from Sweden.
In late January, Kyiv International Institute of Sociology (KIIS) presented results of its recent sociological study on the use of electronic services and the Internet by Ukrainians in 2024, conducted at the request of UNDP in Ukraine with the support of Sweden in partnership with the Ministry of Digital Transformation of Ukraine. 44% of Ukrainians who did not use government electronic services during a year said that it was due to a lack of digital skills.
Previously, on Diia.Osvita, two digital literacy tools for librarians developed by partners – the Digigram and the Digital Competency Framework – were launched. They help librarians identify gaps in their digital skills and knowledge and plan further professional development.
