CDTO Campus and UNDP complete second round of Women’s Leadership Programme

The four-month programme enabled 25 women professionals from across Ukraine to enhance their soft skills and knowledge.

Kyiv, 15 September 2025 – CDTO Campus and the United Nations Development Programme (UNDP) in Ukraine have successfully finished the second phase of their collaborative initiative, “UNDP: Programme for women involved in the digitalisation of public services.” Twenty-five specialists from a variety of central and regional government agencies, along with participants in international digitalization projects, took part in the programme.

Over the course of four months, the specialists attended 16 weekly webinars and two in-person training sessions focused on the digitalisation of the public sector and effective governance. Topics included the work of Chief Digital Transformation Officers (CDTOs), the creation of digital services, digital accessibility, the use of artificial intelligence and personal data protection, effective communications and negotiations, leadership, and public speaking.

The programme was implemented within the framework of the DIA Support Project, which is implemented by UNDP in Ukraine with the financial support of Sweden, in partnership with the Ministry of Digital Transformation of Ukraine and CDTO Campus.

Galyna Pustova, CEO of CDTO Campus, said the programme was about knowledge and community. “The participants support each other, share experiences, and create new ideas together. This is how the environment in which digital transformation is implemented is formed,” Pustova said. 

Oksana Grechko, Policy Development Specialist of the UNDP DIA Support Project in Ukraine, said the Women’s Leadership Programme was not only about training, but also about communication and interaction between women leaders in digitalisation.

“75% of civil servants in Ukraine are women, but they are significantly underrepresented in top management positions,” Grechko said. “That is why it is important for us at UNDP, together with CDTO Campus and the Ministry of Digital Transformation, to create an environment for digitalisers where they would feel comfortable collaborating and initiating joint projects, gaining new knowledge and more confidence in their abilities to occupy even higher positions. This will allow us to increase the representation of women specialists in the highest positions, which in turn will help create inclusive services for all Ukrainians.” 

UNDP in Ukraine launched the programme in 2022 with funding from Sweden. Since 2024, it has been implemented in partnership with the educational initiative of the Ministry of Digital Transformation of Ukraine and CDTO Campus. Last year, 19 specialists completed their training and went on a study visit to Sweden.
