Ukraine launches digital certification for mine action operators on Diia Portal

Kyiv, 24 September 2025 – Ukrainian sappers and demining companies can now obtain certification and manage their credentials entirely online, thanks to a new service launched on the Diia portal. This reform digitises and simplifies a previously lengthy and complex process, removing bureaucratic barriers and accelerating the critical work of demining Ukraine’s territories.

Previously, sappers and demining organisations had to travel to various institutions and submit numerous physical documents to get certified. The new Mine Action Operator’s Office on the Diia portal streamlines this, offering a comprehensive suite of online services. Users can now apply for a new certificate, expand its scope, extend its validity, undergo monitoring, or even appeal a decision – all from a single digital platform.

The new service is accessible to any Ukrainian companies, institutions, organisations of any form of ownership and state units involved in demining and registered in the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organisations. To use it, an official of the applicant must log in to the Diia portal using their Qualified Electronic Signature (QES), fill out the application, upload the required documents, and sign them digitally.

This digitisation saves significant time and effort, but the certification process itself remains rigorous. The verification still follows international standards and includes on-site visits to assess teams’ work in real-world conditions, ensuring that professionalism and safety are not compromised.

By introducing a transparent, digital certification system, Ukraine is demonstrating its commitment to modern standards and anti-corruption measures. This clarity and predictability build trust with international partners, helping to attract more funding and encourage new Ukrainian and international companies to join the humanitarian demining effort.

The project is implemented by the Ministry of Economy, Environment and Agriculture of Ukraine jointly with the Ministry of Digital Transformation of Ukraine within the framework of the EGAP Programme, implemented by the Eastern Europe Foundation with the support of Switzerland, as well as the DIA Support Project and the Mine Action Project, implemented by the United Nations Development Programme in Ukraine with funding from Sweden.
