Assistance in capacity building of the Central Commission for Holding Elections and Referendums in Turkmenistan

Project goals

In close consultation with the relevant parliamentary committees, the Central Election Commission (CEC), and other stakeholders, the project will assist in analyzing existing legislation and developing proposals for its improvement, including ensuring electoral rights for persons with disabilities.

The main goal of the project between UNDP and the Central Election Commission of Turkmenistan on the conduct of elections and referendums in Turkmenistan, "Assistance in capacity building of the Central Commission for Holding Elections and Referendums in Turkmenistan," is to further support electoral reforms and strengthen the capacity of Turkmenistan's election commissions through the exchange of international best practices and the organization of relevant training events.

The project will support the Central Election Commission (CEC) and other national stakeholders in familiarizing themselves with and studying relevant regional and international examples and best practices in creating a unified, standardized voter registry with gender-disaggregated data.

To attract a wider range of stakeholders, the project plans to hold events with the participation of international experts to discuss voter registration issues in the context of barriers to women's participation in political life. Within the project, an analysis of trends and relevant examples of expanding women's participation in political life, including the introduction of temporary special measures (TSMs), will be conducted. 

The project will support the Parliament, CEC, and other stakeholders in obtaining information on TSMs from relevant examples in the region and worldwide. An important theme of cooperation within the project will be the improvement of national electoral legislation in accordance with international norms and standards in this area.
