Legal Framework

The United Nations Development Programme (UNDP) launched in Turkmenistan in 1995 based on the Standard Basic Assistance Agreement signed between UNDP and the Government of Turkmenistan on 5 October 1993.

The standard basic assistance agreement (SBBA) embodies the basic conditions under which the UNDP shall assist the Government in carrying out its development projects, and under which such UNDP projects shall be executed.

Country Programme Document (CPD) 2026–2030

The new United Nations Development Programme (UNDP) Turkmenistan Country Programme Document (CPD) 2026–2030 defines the next phase of collaboration between UNDP, the Government of Turkmenistan, civil society, and international development partners.

Aligned with the UN Sustainable Development Cooperation Framework (2026–2030) and Turkmenistan’s long-term development strategy “Revival of a New Era of a Powerful State”, the CPD focuses on:

  • strengthening governance and digital transformation,
  • promoting inclusive and green economic growth,
  • advancing environmental sustainability and climate resilience, and
  • improving social development and health systems.

This strategic framework reaffirms UNDP’s commitment to supporting Turkmenistan in achieving the Sustainable Development Goals (SDGs) and ensuring a more inclusive, resilient, and sustainable future for all.

UNDP and the Government of Turkmenistan signed a Co-Financing Framework Agreement on 3 June 2026, marking a significant milestone in their long-standing partnership and establishing a strategic foundation for the joint financing of development initiatives under the new UNDP Country Programme for 2026–2030.

Building on more than three decades of successful cooperation the new framework reflects the shared commitment of both parties to further strengthen collaboration and mobilize resources in support of national development priorities and the Sustainable Development Goals (SDGs). The agreement will serve as an important mechanism for implementing initiatives under the new Country Programme and expanding investments in innovative and sustainable development solutions across the country.
