Digital Readiness Assessment and Support for the Development of Digital Transformation Strategy for the National Assembly of Thailand

Digital transformation has become essential for parliaments and legislatures aiming to enhance efficiency, transparency and accountability in their governance. Such transformation can lead to significant improvements in the quality and cost-effectiveness of support and administration for elected representatives while enabling them to leverage greater public interest and engagement in the legislative and electoral processes. In line with the Thailand 4.0 Strategy, both the legislature and the executive governing bodies of Thailand have committed to developing and transforming their digital capacity to embrace the myriad benefits of digitalization. This report focuses on the readiness of the Thai Parliament’s administration and offers advice and guidance on key areas for its digital transformation strategy. 

These include both recommendations for internal systems development and the implementation of more robust and more effective public engagement mechanisms to inform the legislative and policy-making processes. Good external digital engagement requires parliaments to review their internal digital structures, assess areas where development and investment are needed, and determine how digital improvements can assist in achieving their goals. These steps require long-term investment, which should ideally progress in parallel with the digital transformation of the executive, currently at a more advanced stage in Thailand. The Thai Parliament should recognize that uneven digital transformation between public bodies and the legislature may weaken the profile and legitimacy of the legislature itself and ensure that the development of the Thai Parliament’s moves forward with some urgency.
