Just Energy Transition in Thailand - Scoping Report

Thailand is accelerating a just energy transition to meet growing electricity demands, reduce greenhouse gas emissions, and achieve carbon neutrality by 2050 and net-zero emissions by 2065. Anchored in the Thirteenth National Economic and Social Development Plan and aligned with the global Agenda 2030, the country envisions a low-carbon future that ensures equitable access to clean, reliable, and affordable energy. Key national policies, including the National Energy Plan and Power Development Plan, guide this shift, while major initiatives like the 30@30 electric vehicle policy and renewable energy targets aim to diversify energy sources and enhance sustainability.
Despite progress, challenges remain, including reliance on natural gas, infrastructure constraints, and the need for workforce reskilling. Strategic investments in renewable energy, electric mobility, battery storage, and decentralized energy systems are essential to overcome these barriers. Thailand is also harnessing innovative financial tools—such as green bonds and sustainability-linked bonds—and leveraging international cooperation, including carbon credit transfers, to mobilize capital and scale clean technologies.
UNDP plays a pivotal role in supporting Thailand’s just energy transition by facilitating policy reform, financing, and multi-stakeholder partnerships. This transition is not only a climate imperative but also a vehicle for economic transformation, job creation, industrial competitiveness, and social inclusion—positioning Thailand as a regional leader in clean energy and sustainable development.
