From Experience to Solution: Access to Justice for Persons with Disabilities in Tajikistan

February 12, 2026

This study examines the systemic and practical barriers faced by persons with disabilities (PWD) in accessing justice in Tajikistan. Conducted under the Rule of Law Project using a peer-to-peer methodology, the research captures lived experiences of PWD in their interaction with educational institutions, legal services, and judicial mechanisms.

The findings reveal a significant gap between existing legal guarantees and their implementation in practice, including physical inaccessibility, limited availability of adapted information, procedural obstacles, and insufficient institutional responsiveness.

The study provides evidence-based recommendations aimed at strengthening national programmes, improving coordination among institutions, and ensuring that justice systems become more inclusive, accessible, and responsive to the rights and needs of persons with disabilities.
