LeAPS Digital Center at MILG-BARMM welcomes clients, expands e-services for government employees

COTABATO CITY – A new #DigitalBangsamoro Center was opened at the Ministry of Interior and Local Government (MILG) regional office in Cotabato City, through the Localizing e-Governance for Accelerated Provision of Services (LeAPS) Program, a partnership between MILG and the United Nations Development Programme (UNDP). Offering additional features through its Digital Bangsamoro Web Portal, the expansion now includes streamlining e-services for government employees, such as applying for Travel Authority for elected officials and the MILG-issued Services Rendered document for local Sanggunian members.
Located at the regional hub and the seat of the Bangsamoro government, the Digital Center welcomes walk-in clients applying for birth registration, building permits, business permits, and zoning clearances, among other services. Currently, there are eight LGUs in the BARMM region operating these centers, with the LGU of Bongao in Tawi-Tawi province as the newest addition.
The LeAPS Digital Bangsamoro Web Portal serves as an online gateway to access e-services. Registered users benefit by avoiding repeated visits and through paperless transactions. By registering through the portal, service applications can be stored in the user’s profile, and users are updated on their application status.

With the new e-services, all elected local government officials can now apply for foreign travels – both official and unofficial – through the Travel Authority application service. Sangguniang members who seek to request eligibility from the Civil Service Commission (CSC) can now acquire the Services Rendered document issued by the MILG-BARMM through the portal, a process that usually takes days to weeks to complete.
Member of the Parliament and Special Assistant to the Minister of MILG Dr. Tomanda D. Antok, underscored how centralization of essential e-services is key to bridging meaningful public governance: “The LeAPS Digital Center empowers citizens to complete important government transactions swiftly, conveniently, and with greater confidence. This initiative reduces barriers, improves transparency, and supports local leaders in strengthening the trust between the government and communities.”
As a trusted partner of the Bangsamoro Government, UNDP also recognized MILG’s commitment to digitalization, being the driving force behind this transformative initiative. In his message, UNDP Philippines Deputy Resident Representative Edwine Carrie, shared: “What is happening today is a significant step in operationalizing a vision by which every Bangsamoro citizen has access to governance services provided by the BARMM government. At UNDP, we staunchly believe that development should leave no one behind. Those who are in geographically isolated areas, those who are most vulnerable – they, too, should be part of the digital revolution.”
Leaving no one behind through digital transformation: a collective action
As the LeAPS Digital Center expands across the region, the program’s goal is to also strengthen the ICT capacity among Bangsamoro civil servants and citizens, maximize digital tools and bridge the digital divide, and improve the inclusion of remote and vulnerable communities.
To truly achieve these goals, Director Fausiah Romancap-Abdula of the MILG-Operations Management Services emphasized that digital transformation requires a shared effort: “As we move forward, let us sustain this momentum, let us continue strengthening our systems, building capacities, and nurturing collaboration across ministries, agencies, LGUs and development partners–because digital transformation is a governance reform, a service reform and ultimately, a people-centered reform.”
Through the LeAPS initiative, BARMM is seeing how technology becomes a tool for governance that meets the needs of the Bangsamoro. This also means continuous efforts on improving user accessibility and experience through feedback mechanisms, exploring opportunities for additional services, and building more digital centers in the region.
