Georgia’s Public Service Hall Pioneers Common Assessment Framework in Georgia and South Caucasus

UNDP, UK Government help Georgia's Public Service Hall introduce a European model of self-assessment and quality improvement in public sector

Georgia’s Public Service Hall is the first public agency in the South Caucasus to introduce the Common Assessment Framework (CAF), a European model of self-assessment and quality improvement in the public sector. The initiative is supported by the United Nations Development Programme (UNDP) and the UK Government. 

On 8 May 2019, Minister of Justice of Georgia, Thea Tsulukiani, presented the progress of launching the CAF model in the Public Service Hall to the public, government and international partners.

The event was attended by Louisa Vinton, UNDP Head in Georgia; Suzi Stern, Head of the Good Governance Fund Georgia at the British Embassy to Georgia; and the invited CAF experts – Nick Thijs and Giorgi Vashakidze.

“Georgia continues to build on its impressive track record as a leader in public service reform, this time with a self-assessment process for institutions,” said Louisa Vinton, UNDP Head in Georgia. “Establishing a model that can be applied across the public sector will help to set in motion a continuous process ensuring that service provision is driven by citizen needs.”

The Common Assessment Framework (CAF) is a quality management instrument for the public sector successfully applied by more than 4,500 public agencies in the EU Member States. Georgia is the first of the region’s countries to pilot the CAF in the Public Service Hall under the ongoing Public Administration Reform.

The CAF was launched in the Public Service Hall last January to become fully operational in summer 2019. Piloting of the new model has involved the management and staff of the organization aiming to look at and analyse the agency from different angles.

Once the introduction of the CAF is completed, the Public Service Hall will provide consultation and expertise to support its dissemination to the other public agencies of Georgia.
