Building Futures: Evaluation of Start-Up Ventures Among Refugees and Ukrainian Nationals in Georgia. 2026

This report presents an assessment of business support provided to refugees and Ukrainian nationals across Georgia to establish and expand their enterprises, generate income, and build more stable and resilient livelihoods. Drawing on data from 84 business ventures assisted across three funding rounds (2023–2025), it focuses on results in performance, employment, and social impact.

Key highlights:

  • 84 businesses supported, of which 73 (87%) remain operational
  • 175 individuals employed in supported businesses, including 32 Ukrainian refugees and 41 women
  • 93% reported an improved household financial situation
  • 81% are not considering leaving Georgia
  • 81% reported high satisfaction with the support received

The report was prepared by CARE Caucasus, with support from UNDP and the German Government under their joint initiative ‘Improving the Rule of Law and Access to Justice for All’.
