A recent study conducted by ECUE Social Enterprise in collaboration with the United Nations Development Programme (UNDP) in Viet Nam found that public transport systems in Hanoi and Ho Chi Minh City have made notable progress in accessibility for persons with disabilities, particularly through metro systems, newer low-floor buses, digital technology, and staff assistance. 

However, the study also found that passengers with disabilities continue to encounter disruptions at different stages of their journeys that cannot be addressed simply by improving single vehicles or facilities. An accessible bus is of limited benefit if a wheelchair user cannot get down from the pavement to reach the bus door. 

Similarly, a modern metro station is not truly accessible if a passenger cannot use the lift, must rely on staff to pass through the ticket gate, or cannot obtain journey information in an accessible format. The priority for the next stage, therefore, is to better connect infrastructure, vehicles, operations and information to create public transport journeys that are continuous, safe and independently usable by persons with disabilities.
