This publication assesses the integration of gender equality into Angola’s 2026 State Budget, highlighting progress, challenges, and opportunities for more gender-responsive public finance management. 

Developed under the Pro PALOP-TL Phase III Programme, the publication reviews the alignment between national planning frameworks and gender equality policies, analyses the evolution of the State Budget from 2017 to 2026, and identifies good practices and key recommendations to strengthen governance, transparency, and gender-responsive budgeting. 

The analysis is intended to inform discussions on the 2027 State Budget while supporting the mainstreaming of gender across planning, budgeting, and public financial management processes in Angola.
