How can Viet Nam build a new growth model driven by science, technology and innovation? 

This question was at the centre of the national scientific seminar “Reforming Viet Nam’s development model based on science, technology, innovation and digital transformation,” held on 26 May 2026 in Hai Phong city. 

 

The seminar was organized by the Central Policy and Strategy Commission in collaboration with leading national institutions, including the Ho Chi Minh National Academy of Politics, the Central Theoretical Council, the Hai Phong Party Committee, Communist Review, The Truth National Political Publishing House , and the Vietnam Economic Science Association.

 

At the seminar, Francesca Nardini, UNDP Deputy Resident Representative in Viet Nam, presented UNDP’s analysis and recommendations on pathways for more productive, inclusive and sustainable growth. The presentation highlighted key structural bottlenecks that continue to limit the spread of innovation across the economy, while outlining a strategic framework built on three interconnected pillars:

 

  1. Empowering the Domestic Enterprise Base: Strengthening the competitiveness of SMEs and strategically linking them with foreign direct investment to accelerate technology transfer and increase domestic value creation.
  2. Investing in End-to-End Innovation: Reforming the entire innovation lifecycle — from strategic R&D financing to building stronger institutional pathways that help move research from the lab to the market.
  3. Securing Foundational Enablers: Investing in a green and resilient energy system, as well as a sovereign digital ecosystem, both supported by a highly skilled workforce.
