Bishkek, 13 February 2026 — UNDP delivered office equipment to the Public-Private Partnership (PPP) Center at the National Investment Agency and the Secretariat of the Council for Business Development and Investments to support Regional Investment Councils (RICs) across Kyrgyzstan.
UNDP Supports Development of Regional Investment Councils in Kyrgyzstan through Office Equipment Delivery

The equipment will strengthen institutional capacity and operational efficiency of the RICs. This support aims to improve coordination between government institutions, the private sector, and other stakeholders, while creating favorable conditions for socio-economic development and promoting entrepreneurship, including among women and youth.
Uluk Kydyrbaev, Head of the Secretariat of the Business Development and Investment Council under the Cabinet of Ministers of the Kyrgyz Republic, stated: “With the support of UNDP, we were able to launch the RICs, which have become an effective platform for dialogue between government agencies and entrepreneurs at the local level. This expands opportunities for businesses and accelerates the resolution of issues related to the development of business initiatives. Our joint work is aimed at enhancing the economic potential of each region and contributes to achieving the goals set under the National Development Programme 2030.”
Alexandra Solovieva, UNDP Resident Representative, said: “Supporting Regional Investment Councils contributes directly to the National Development Program 2030 and the government’s investment policy. This initiative strengthens the investment climate and collaboration between government and private sector, generating new projects and jobs.”
Ivan Prokopenko, Advisor at the Russian Embassy, added: “Funding and support for these projects reflect the Russian Federation’s commitment to regional economic development and sustainable socio-economic growth in Kyrgyzstan.”
The equipment will be deployed across the Regional Investment Councils and is part of the UNDP project “Expanding Economic Opportunities for Youth and Developing Sustainable Local Entrepreneurship Solutions to Strengthen Social Cohesion and Resilience,” supported by the Russian Trust Fund. The project aligns with the priorities of the National Development Program 2030 and promotes inclusive and sustainable socio-economic development in Kyrgyzstan.
The tripartite partnership between the PPP Center, the Council for Business Development and Investments, and UNDP, with support from the Russian Trust Fund, has institutionalized youth participation in local governance, expanded entrepreneurial opportunities, and strengthened regional investment ecosystems. Youth centers and Regional Investment Councils have become sustainable platforms for dialogue, innovation, and economic empowerment, positioning youth as key contributors to inclusive and sustainable development in Kyrgyzstan.
RICs have been established in six regions of the country (excluding Chui region) under the offices of the President’s Plenipotentiary Representatives. They serve as institutional platforms for discussing regional development, youth and women’s entrepreneurship, green growth, and digital transformation.
UNDP reaffirmed its commitment to continue supporting government institutions in strengthening the investment climate, developing public-private partnerships, and advancing sustainable solutions for regional development.
