The Municipal and Mukhtar Elections Law: Analysis from a Gender Equality Perspective

This report provides a comprehensive analysis of the Municipal and Mukhtar Elections Law and its amendments from a gender perspective, focusing on the impact of legal, political, and social frameworks on women’s participation in local governance. 

Although the Municipal Law appears gender-neutral, yet when applied in the Lebanese context, it sometimes affects the participation of women and other underrepresented groups. The 2017 amendments, such as allowing married women to run in their hometowns, marked a positive step toward enhancing women’s participation. Indicators like election by acclamation and political party support suggest a gradual shift in political culture toward broader acceptance of women’s roles. 

However, there is a need for more consistent law enforcement and greater awareness of provisions protecting electoral integrity and equitable participation. The report opens discussion on developing inclusive municipal electoral policies to sustainably support women’s participation.
