November 3, 2025
Guideline has been developed under the "Tashkent – Accelerated Investments in Low-Emission Vehicles (TAILEV)" project, a joint project of the United Nations Development Programme (UNDP) and the Ministry of Transport of the Republic of Uzbekistan, with support from the Global Environment Facility (GEF).
This document serves as a comprehensive guide for public transport operators, city authorities, local municipalities, policymakers, and researchers involved in the transition to electric bus fleets. It provides a structured overview of the critical phases of bus fleet electrification, including acquisition, operation, and maintenance, with a focus on reducing carbon emissions, improving urban air quality, and enhancing operational efficiency.
The guideline draws on best international practices, insights from international organizations, and findings from various studies, as well as lessons learned from the procurement of electric buses in Tashkent. These combined insights ensure the guidance provided is both globally relevant and locally applicable, supporting the successful integration of electric buses into public transport networks.
Additionally, this guideline assesses the broader impacts of electric bus deployment in Tashkent, providing evidence-based insights into the environmental, economic, and social benefits of transitioning from diesel to electric transport systems.
