Tashkent, Uzbekistan, 17 October 2025 — the research was conducted between April and July 2025 by a local consulting company contracted by UNDP in collaboration with an international expert. During the study, surveys were carried out among 207 representatives of the agricultural sector, including farmers, officials from the Ministry of Agriculture and Water Resources, and local authorities.

The project covered 9 districts across the Samarkand, Kashkadarya, and Surkhandarya regions. It aimed to identify new business opportunities in agriculture and assess the potential for introducing adaptive and climate-resilient solutions.

Based on the findings, an analytical report was developed, providing a comprehensive assessment of the current state of the agricultural sector, considering climate risks and opportunities. The report evaluates the readiness of farmers and smallholder producers to adopt climate adaptation measures, reviews climate-resilient business models, modern technologies, and best practices. It also includes practical recommendations for adapting agricultural technologies to changing climate conditions and outlines mechanisms to support their implementation.

The international expert developed recommendations in three key areas:

  1. Expanding the export of agricultural products, particularly organic products with high global demand, and exploring new market opportunities;

  2. Identifying new financial instruments to support agricultural producers;

  3. Facilitating the transfer of innovative technologies for climate adaptation.

During the roundtable, the study results were presented to representatives of relevant ministries, government agencies, and local authorities, followed by an exchange of views with national and international experts.

The event was also held in the context of the International Day for the Eradication of Poverty (October 17), highlighting the vital role of sustainable and climate-resilient agriculture in reducing rural poverty, creating jobs, and improving livelihoods in Uzbekistan’s regions.

In this regard, UNDP Resident Representative Akiko Fujii spoke about the importance of the project, stating: “I hope this in-depth assessment will serve as a base for farmers’ capacity building, value chain improvement, climate change adaptation and transfer of specific agricultural technologies. This initiative plays a vital role in poverty reduction by empowering local communities with the tools and knowledge needed to thrive in a changing climate”.

In turn, as noted by Deputy Minister of Economy and Finance of the Republic of Uzbekistan, Samandar Sadullaev, through UNDP-supported community mobilization, subprojects have been identified for the construction and major renovation of 763 social and road infrastructure facilities across 157 mahallas located in 21 remote areas of Samarkand, Kashkadarya, and Surkhandarya regions. As of today, the development of design and estimate documentation for 754 facilities has been completed, and expert reviews of the project documentation are expected to be received in October this year.
