UNDP Leads Multistakeholder Workshop to support Mongolia’s Just Energy Transition

Ulaanbaatar, 12 June 2025 – The Ministry of Energy of Mongolia and UN Development Programme (UNDP) in Mongolia co-organized the “Multistakeholder Workshop on Advancing a Just Energy Transition in Mongolia.” The event was part of the UN Joint Programme supported by the UN Joint SDG Fund. 

The workshop brought together key representatives from government agencies, civil society, academia, the private sector, and development partners to exchange perspectives on Mongolia’s energy transition challenges and explore international best practices for building a just, inclusive, and sustainable energy future.

In his opening remarks, Mr.Yeren-Ulzii Batmunkh, Director-General of the Policy and Planning Department of the Ministry of Energy, stated, “We are committed to a low-carbon future. As we diversify our energy sources, we must also protect livelihoods and promote social equity through a just and inclusive transition.”

The event marked an important step in initiating a national dialogue on developing Mongolia’s Just Energy Transition Framework, aligning with the country’s updated Nationally Determined Contributions (NDC 3.0), Long-Term Low Emission Development Strategy (LT-LEDS), and the Sustainable Development Goals.

Ms. Matilda Dimovska, UNDP Resident Representative in Mongolia, highlighted the need for a people-centered approach by stating, “A just energy transition is not only about technology or infrastructure but it’s about ensuring no one is left behind. Clean energy must be accessible, reliable, and affordable for all, and it must empower women, youth, and vulnerable groups.”

Mr. Riad Meddeb, Director of UNDP’s Sustainable Energy Hub, joined online and emphasized that the energy transition is not just a technological shift but a development opportunity that must deliver justice and equity. "In 2024, the world added over 585 GW of renewables, and clean energy jobs surpassed 16 million. But the real question is—are we making the transition work for everyone, everywhere?" he said. "With over 2,600 GW of renewable potential and strong policy ambition, Mongolia can lead by showing how a just energy transition can reduce inequality, improve health, and drive inclusive growth. UNDP is ready to support this journey through finance, infrastructure, digital tools, and policy reform."

The workshop enhanced national stakeholders’ understanding of the Just Energy Transition concept and gathered valuable input to inform the development of Mongolia’s JET framework. It also helped identify key actors to support a coordinated, inclusive transition process going forward.

The UN Joint Programme is implemented in partnership with UNICEF Mongolia and it aims to (1) develop a national Just Energy Transition Framework aligned with Mongolia’s climate goals; (2) design a climate financing mechanism to support the transition; and (3) create inclusive transition roadmaps for the health and education sectors, ensuring no one is left behind.
