UNDP Namibia welcomes Ms. Amanda Serumaga as the new Resident Representative for the Country Office.

The UNDP Namibia Country Office is pleased to announce the appointment of Ms. Amanda Serumaga as Resident Representative. In this leadership role, Ms. Serumaga provides strategic direction to UNDP’s programme and operational mandates in Namibia, advancing sustainable development, innovation, and partnerships in support of the Government of Namibia’s national priorities and the Sustainable Development Goals (SDGs).
Ms. Serumaga has more than 25 years development practice experience in public policy and management, governance, and the rule of law. She has been the UNDP Resident Representative for Mauritius and Seychelles May 2019 to September 2025.
She began her UNDP career as Chief- Rule of Law and Governance Team leader in Khartoum, Sudan (2008 – 2011) and has worked as a Team Leader Governance and Rule of Law and Deputy Country Director in South Sudan, (20011 – 2015); UNDP Boko Haram Coordinator, New York, USA (2015 – 2016) and UNDP Country Director and Resident Representative Nairobi, Kenya (2016 – 2019).
Prior to joining the UNDP, Amanda managed her legal advisory consultancy service Legal Ease Consult (1998 – 2000); served as Senior Technical Advisor to the Justice Law and Order Sector in Uganda and as a Consultant Legal Specialist (2000 – 2004); and as the Country Director for ActionAid International (2004 – 2007).
She holds Post-Graduate Certificate in Human Rights, 2023 (Queen Mary College, University of London), Juris Doctor, 1994 (Osgoode Hall Law School, York University Canada); an Msc in Public Policy and Management, 2005 (SOAS, London), Honours BA in the Humanities and English Language and Literature, 1991 (York University, Canada). She is a Barrister and Solicitor and a member of the Law Society of Ontario since 1996.
Throughout her distinguished career, Ms. Serumaga has demonstrated a deep commitment to inclusive governance, sustainable development, and empowering communities. Her leadership and wealth of experience position her to guide UNDP Namibia’s work in delivering transformative impact for people and planet.
