ICT for development: E-governance

Summary:  

Recognizing the barriers to the further development of e-government in Montenegro, on the one hand, and the obligation to create an efficient administration, on the other hand, a systemic problem was identified that affects the efficiency of the administration relating to the electronic data exchange.

The aim of this project is to support creation of an efficient and service-oriented state administration through establishing the Platform for the efficient exchange of administrative data among the state institutions. Platform engages a set of horizontal IT systems that support the provision of public services to institutions (G2G), citizens (G2C) and businesses (G2B). By achieving this goal, preconditions will be created for communication among existing systems and faster exchange of information between citizens and officials, enabling the provision of services by electronic means and the automated exchange and use of large amounts of data stored in the state registers.

Objectives:

Interoperability has a special role under the EU Directive on the re-use of public sector information, as well as the system of open data. The aim is to accelerate creation of preconditions for developing the market of information society services, resulting in new budget revenues, and earnings generated in the private sector from data from public registers.

Our focus is on:

  • Automation of state institutions business processes and technical and technological modernization of operations;
  • Achieving a high level of security and reliability in data exchange;
  • Obtaining documents ex officio quickly and efficiently.

Activities:

  • Establishment of a single information system for the electronic exchange of information among the state authorities and state administration bodies;
  • Support to design of the specific e-services for citizens and business; and
  • Producing new National Human Development Report on digital transformation.

Expected results:

  • More effective and efficient public administration responsible for the work performed.
  • Public administration that serves the citizens and businesses in a better way and for less costs.
  • Public administration that works on the basis of transparent and open procedures.
  • Public Administration, which fulfills the conditions necessary for EU integration.
  • Public Administration that allows for continuous and sustainable social and economic development.
