Sustainable Livestock Lending Guidelines

This report was developed under the ‘Strengthening Systems Approach for SDGs in Mongolia’ (SASiM) project, funded by Integrated National Financing Frameworks (INFF) Facility.
The Sustainable Livestock Lending Guideline represents Mongolia’s first comprehensive framework for addressing the unique challenges of the nomadic livestock sector through sustainable finance. It embeds principles of sustainability, climate resilience, and inclusion directly into sustainable loan product design, ensuring alignment with the SDG Finance Taxonomy as well as national social and environmental objectives. The livestock sector is central to Mongolia’s economy, culture, and rural livelihoods, yet it faces pressing challenges, including overgrazing, climate variability, and limited access to tailored financial services. These challenges threaten not only the well-being of herders but also contribute to environmental degradation, rural–urban migration, and deepening socio-economic inequality.
The guideline aims to equip financial institutions with practical tools, methods, and templates to develop sustainable loan products that are specifically tailored to the challenges of nomadic herders. Its objectives are threefold: to promote sustainable rangeland and livestock management practices; to enhance herders’ resilience to climate shocks; and to expand financial inclusion, particularly for underserved groups such as women, youth, and small-scale herders.
