Parliament of Mongolia and UNDP Convene High-Level Dialogue to Accelerate Clean Energy Transition in Mongolia

Ulaanbaatar, 6 February 2026. The Parliament of Mongolia, in partnership with the United Nations Development Programme (UNDP) and support from Integrated National Financing Framework, convened a high-level discussion titled “Strengthening multilateral partnerships within the framework of the energy transition to reduce energy and oil dependence” at the Parliament House. The dialogue brought together Members of Parliament, Government representatives, development partners, financial institutions, the private sector, and civil society to accelerate implementation of Mongolia’s landmark clean energy reform agenda. 

In 2025, the Parliament of Mongolia adopted a Resolution on developing distributed renewable energy, widely known as the 3×100 Clean Energy Initiatives. The Resolution calls for an integrated approach to modernizing Mongolia’s energy system by promoting household-level clean heating, distributed renewable energy and energy storage, electric vehicle infrastructure, supportive regulation, and green finance mechanisms.

H.E. Uchral Nyam-Osor, Speaker of the Parliament of Mongolia, highlighted that “At a time when the world is advancing green finance and undertaking a green transition, it is crucial for Mongolia to be prepared for this shift by expanding access to clean energy, reducing energy dependence, and ultimately creating conditions for citizens to live in a healthy and safe environment. The Parliament of Mongolia has committed to providing political leadership to advance the clean energy transition, establish an enabling legal environment, and remove regulatory and procedural barriers”.

Over recent years, UNDP has supported the Government of Mongolia with policy advice, investment planning, and pilot initiatives to reduce air pollution, address energy poverty, and manage climate risks, including support for the Sustainable Heating Policy Roadmap. In partnership with the Ulaanbaatar City Governor’s Office, Chingeltei District, URECA and Ger Hub, UNDP has supported integrated heating and insulation solutions for households in ger areas, benefiting nearly 150 households to date, with plans to expand coverage to 600 households over the next two years, providing a practical basis for scaling up distributed clean energy solutions nationwide.

Ms. Matilda Dimovska, UNDP Resident Representative in Mongolia, noted that “UNDP stands ready to support Mongolia’s energy transition. Working with Parliament, the Government, and partners, we aim to help translate this bold vision into practical solutions that reduce energy dependence and deliver tangible benefits for communities”. 

The high-level discussion brought together policymakers, financiers, and development partners across five thematic panels to address policy implementation, grid connection, carbon markets and MRV systems, green finance, socio-economic and health impacts, and use of electric vehicles towards green energy transition in Mongolia. Participants emphasized the need for closer coordination across the public and private sectors to accelerate implementation of the 3×100 Clean Energy Initiatives and deliver practical, scalable benefits for households, communities, and the national economy.
