Ministry of Finance, European Union and UNDP Partner on Advancing Sustainability Disclosure and Sustainable Finance in Mongolia

Ulaanbaatar, 5 February 2026. The United Nations Development Programme (UNDP), in partnership with the Ministry of Finance of Mongolia convened a high-level event to present and hand over the key results of the Sustainability Disclosure and Management Hub (SDMH) programme. The event gathered government institutions, regulators, market actors, and development partners to reflect on progress and discuss next steps for advancing sustainability disclosure and sustainable finance in Mongolia.
Implemented under the European Union funded Sustainable Finance Advisory Hub, the SDMH programme supported Mongolia in assessing its readiness to adopt global sustainability disclosure standards, including the International Financial Reporting Standard (IFRS) S1 Sustainability and S2 Climate-related Disclosure Standards and developing a National Roadmap for their phased introduction. Together, these outputs provide a practical, evidence-based foundation to enhance transparency, support market confidence, and align sustainability reporting with international standards.
Opening the event, Ms. B. Khulan, Deputy Minister of Finance, highlighted “Mongolia’s long- and medium-term development objectives and its international climate commitments cannot be achieved by government efforts alone. By introducing internationally recognized sustainability disclosure standards, Mongolia will be able to speak a common language with global markets and support long-term economic growth”.
The readiness assessment drew on a national survey of 189 organizations, complemented by legal and regulatory analysis, stakeholder consultations, and a pilot sustainability reporting exercise. The findings show that awareness of sustainability reporting is increasing, with 63.5 percent of surveyed organizations reporting familiarity with Sustainability Disclosure Standards. The study results further show that sustainability related reporting remains at an early stage: only 21.7 percent of organizations currently prepare Environmental, Social and Governance reports, and fewer than 20 percent track greenhouse gas emissions. These results point to both emerging momentum and clear capacity gaps, particularly in data systems, technical expertise, and institutional coordination.
Mr. Adrien Mourgues, Cooperation Team Leader of the European Union Delegation in Mongolia, emphasized “Strong sustainability disclosure is essential for transparent markets and sound investment decisions. Through partnerships, the European Union is supporting Mongolia to build credible, internationally aligned reporting systems that underpin sustainable and inclusive growth”.
The event featured a panel discussion where representatives from the Ministry of Finance, the Bank of Mongolia, the Financial Regulatory Commission, the Mongolian Stock Exchange, and the private sector discussed priorities for strengthening institutional coordination, building technical capacity, and supporting early adopters.
Mr. Firuz Saidkhadzhaev, Economist at UNDP Mongolia noted: “Sustainability disclosure is not only about reporting, but about strengthening decision-making and resilience across the economy. This programme has laid the foundations for a credible, nationally owned system, and UNDP remains committed to supporting Mongolia as it moves from readiness to action”.
